I should have made clear that the web browser feature is not important for me! I'll probably never use it! I just think that I should report the bug anyways...
If this bug don't happens with anyone else, I don't think it's worth working on it.

No. I installed the IDE and never use it! I was trying to learn Python and was experimenting on different IDEs... All config should have been in the default!

... and over here I have both set to show the speed dial and it works fine. Did you 
configure a specific speed dial in the past (e.g. one with non-ASCII characters)?

The only difference from mine is that in my settings the plugios was disabled! I tried to enabled it and the same bug occurs!
I was able to fix the issue disabling the Speed Dial (On Startup and on New Tab).
With the browser working, I was able to visit other websites, but if I put "eric:speeddial" on the url bar, the problem appears!

Please check your browser privacy settings (see attached screenshot).

I found the option and is already configured to use "https"!

I attached a screenshot of the problem. I see now a error message that I ca't copy because the window is frozen! You can see too that multiple other windows are opened...
The main IDE windows remains opens and continue to work correctly!

Configuration of the web browser is available from within eric_ide as well! Can you 
identify which windows are shown and their contents? Can you attach a screenshot to better 
illustrate the issue?

I'm not using virtual environments. I installed through pip globally! I can't uninstall this packages because other packages depends on them!
About configuring the web browser, I can't use. As soon I opened, multiple windows (> 10) are open, but all of then is frozen and I cannot interact!

The PyQt5 packages are not needed to run eric or the eric browser and could interfere. 
Please remove remove them from your Python Virtual Environment used to run eric7. Please 
check the Default Scheme on the "Web Browser"->"eric Web Browser" configuration page. One 
user reported an issue when this was not set to 'https://' caused by some Windows policy.

I tested the eric7 browser again right now in my Windows 10 22H2 VM and it starts and works 
as expected.

I update the 'eric-ide' to version 22.12 and some other pyqt packages:

Which version of Qt/PyQt is used? I tested it over here in my Windows 10 VM (Windows 10 
22H2) and it works as expected.

Python Version: "x64 - 3.10.8"
APP Version: "eric7 - 22.11.1"
OS Version: "Windows 10 Pro x64 - 19045.2193"

When I tried to open the tool, both using the 'Extras' menu inside eric-ide or clicking on the executable 'eric7_browser.exe', multiple windows are opened and all of then freeze and needed to be killed!
